All incidents of Maltreatment and Discrimination should be reported immediately. Incidents or allegations that occur during game play should be reported to the On-Ice Officials. Incidents not reported during game play or that occur outside of game play should be reported through Hockey Alberta’s Allegation Intake Form and/or the Independent Third Party Complaint Process (ITP).

Reporting Discrimination

During the Game

  • If maltreatment is witnessed by an On-Ice Official and a 11.4 Infraction is assessed during game play, the On-Ice Official completes a game incident report and attaches it to the game sheet. It is the Referee’s responsibility to report the individual(s) to an appropriate member of each team’s bench staff.
  • If there is an allegation of maltreatment that was not heard by an On-Ice Official, it must be immediately reported to the Referee. It is then the Referee’s responsibility to report the individual(s) to an appropriate member of each team’s bench staff. The Referee completes a game incident report and attaches it to the game sheet
  • Incidents of alleged maltreatment or maltreatment written on game sheets as 11.4 Infractions or allegations will be forwarded directly to Hockey Alberta. Hockey Alberta will instruct with next steps and the maltreatment intake form will be sent to the affected parties.

After the Game

  • If there is an allegation of maltreatment that occurred during game play but was not reported, a Coach of the Team or the victim of Maltreatment completes the Maltreatment & Discrimination Allegation Intake Form to notify Hockey Alberta of the incident.
  • The allegation is received by Hockey Alberta and the respective Members and team officials are notified of the investigation process. Depending on the nature of the complaint, and the parties involved, Hockey Alberta will either initiate an investigation or direct the Association to initiate an investigation.

Outside of Game Play

  • If an allegation of maltreatment occurs outside of game play (social media, arena/dressing room, etc), the victim of maltreatment completes the Maltreatment & Discrimination Allegation Intake Form to notify Hockey Alberta of the incident.
  • The allegation is received by Hockey Alberta and the respective Member is notified of the course of action required. Depending on the nature of the complaint, and the parties involved, Hockey Alberta will either initiate an investigation or direct the Association to initiate an investigation.

Independent Third Party Complaint Process

  • In accordance with Hockey Canada’s Action Plan, Hockey Canada has set up an independent, confidential third-party complaints process. The independent third party is available to hear from anyone who feels they are a victim of maltreatment, sexual violence, harassment, abuse or discrimination by someone affiliated with Hockey Canada. The independent third party will review each matter without involvement or influence from Hockey Canada.
